8. Institutional Arrangements
8.1 Biotechnology Coordinating Committee will be formed to develop biotechnological research and development and manpower development required for this field and to develop biotech curriculum. This committee will encourage private sector entrepreneurs to adopt biological technology to increase production and increase public awareness. The formation of the Biological Technology Coordination Committee will be as follows:
1. Honorable Minister - Minister of State, Ministry of Environment, Science and Technology - Chairman 2. Honorable Member, National Planning Commission (Looking at Biotechnology Sector) – Member 3. Secretary, Ministry of Environment, Science and Technology - Member 4. Secretary, Ministry of Law, Justice and Parliamentary Affairs - Member 5. Secretary, Ministry of Forest and Land Conservation - Member 6. Secretary, Ministry of Industry, Commerce and Supply - Member 7. Secretary, Ministry of Finance - Member 8. Secretary, Ministry of Agriculture and Cooperatives - Member 9. Secretary, Ministry of Education and Sports - Member 10. Secretary, Ministry of Health and Population - Member 11. Secretary, Ministry of Information and Communication - Member
12. President, concerned Biotechnology Association (one person) – Member 13. Dean, Tribhuvan University - Member 14. Dean, other affiliated universities (one person) - 15 members. Secretary, Nepal Academy of Science and Technology - Member 16. Chairman, Agricultural Enterprise Center - Member 17. Biotechnology expert (four people) - 18 members. Representative of consumer groups (two members)-member 19. Executive Director, Nepal Agricultural Research Council - Member 20. Executive Director, National Biotechnology Research and Development Center - Member - Secretary
8.2 8.2 National Biotechnology Research and Development Center: Establishment of National Biotechnology Research and Development Center under the Ministry of Environment, Science and Technology will be done. It will carry out the following tasks: 8.2.1 The National Biotechnology Research and Development Center will identify the national biotechnology priorities and present the national strategy work.Implementation and promotion of cooperation between various components of the system.
8.2.2 Acting as the secretariat of the Biotechnology Coordinating Committee, implementing or implementing policies and plans related to biotechnology, supervising and inspecting those policies and plans and Assisting in this and regulating activities carried out by private entrepreneurs.
8.2.3 Coordinating with relevant ministries to open a Biotechnology Division for the promotion of research and development in relation to biological technology and research at the National Biotechnology Research and Development Center. Establishing laboratories.
8.2.4 Investigating financial resources, international relations, professional development, public interest issues and ethical issues. Promoting the investment of venture capital and the search for industrial partners in biotechnology. 8.2.5 Preparing a list of international and national advisory groups. 8.8.3 National biotechnology research. A Biotechnology Scientific Committee will be formed under the Development Center and there will be scientists representing various fields of Biotechnology.
